You might as well ask HuK why he didn't just get Void Rays or Carriers to counter the Marauders. Tech switches are all fine and dandy in theorycraft but performing them in-game can be a death sentence unless you have the perfect window to do so.
This is an interesting point. However, I would say that the problem isn't so much that anti-micro abilities exist in the game (especially in the case of Concussive Shells or FF, which require micro in and of themselves to take advantage of), but rather that their pro-micro "counters" are so hard to reach.
Blink is particularly difficult to get because of the need for both Warp Gate and in most cases Charge research before it. Charge comes out post-CShells, requires no micro, and doesn't really adequately counter it. Roach burrow movement (to bypass Forcefields) is a late tier 2 research. Reaper speed is too late to make a difference vs. Creep Speedlings.
Unfortunately there isn't really a single change that would fix all of that.
I don't think you read Gradius's post carefully enough. Blizzard said that Ts have the advantage in early game and lose it in late game. Holding C-Shells up a tier or two may or may not fix the T's early-game power, but "giving it back" at that point doesn't make him better against the Protoss, at best it puts him right where he is now, which is, according to Blizzard, as skewed for P as early game is for T.
Gradius is right. If you want nerfs to the Marauder, prepare for nerfs to late-game Protoss units like HTs and Colossi. Actually, I'd much rather both sides got buffs. I'd love to see more mech play in TvP.

Personally I dislike the thinking of: "X is strong compared to Y, so lets Nerf X to make it in line with Y". I much prefer to buff Y to make it even with X. The reason why Terran almost exclusively go Bio against Toss is because its needlessly hard to go Mech and Air against Toss. Zealots, Blink Stalkers, Phoenix, Void Ray, make both Terran Mech and Air nearly worthless.
It's almost the exact opposite that it is in Sc1. In Sc1, Terran bio was so frail (because nothing had over 60 health) that even with Medics, pushing up a ramp was very difficult against the meaty Zealots and Dragoons. So you needed to get Tanks, Vultures and Goliath to have the power to deal damage against Toss. However, now that Bio has units with over 100 health, all of which are heal-able by a double trainable fast moving unit, Bio is much more rigid. Almost as much so as Mech, but Mech is now more conditional damage and expensive.
I only hope for more accurate balance, once the new units from HotS come out. Terran need a solid GtA unit from the Factory and more tier 3 options to deal with Templar, Collosus and Stargate tech in general. Toss need a solid strong-ish unit(s) in the early-mid game. Buffing or nerfing the current units won't really do that without causing something to fall to pieces elsewhere.
