    A build is what you make, an army composition and expansion timings. Basically what Woland said is a build with a specific build order. You don't need a specific build order to have a build, but all builds have a build order.

    A strategy is a way that you go about the game from point to point. For instance a zerg strategy would be:

    "I want to get a fast expo before spawning pool. Then make lings to pressure and keep him from attacking me directly. Once I get my third, tech to lair and get Spire and Banelings. While I am using my Mutalisk to harrass, I am going to build up an army of ling/bling and roaches to deny expansions and starve him out. Once he pushes I meet him just as he leaves his choke and use the blings to kill his pinned army. If I don't kill him then I will tech to Ultras and push when I have a control row of them."

    That is a strategy. Strategy is a collection of tactics that is used to play the game.

    A tactic, is an individual "thing" you do. For instance, Muta Harrass is a tactic. Droping Siege Tanks on my opponents cliff on Lost Temple is a tactic. Using Hallucination to confuse my opponent is a tactic. Tactics are quick little ideas that can be thought up at a moments notice and implemented shortly afterward. Use tactics that fit well with one another to make a strategy.

    Actually, it seems that it is necessary.

    They are all fundamentally different and require their own time and thought to be put into them to make solid play. Think of each as a part of a house. A build is your foundation, strategy is your framework and the rooms and decor are your tactics. Each requires the others to make a solid house, just as tactics, strategy and builds make a solid game of Starcraft. And although each requires the other, they cannot substitute for one another. A tactic is too narrow of a focus to be a build, just as your drywall cannot be your foundation. And a strategy is too broad to be a tactic, just as you cannot decorate your house with its own framework.

    To use Hallucination as a strategy or build is VERY bad, because it is far too narrow. A build and a strategy goes from minute 0:00 till the end, where as a tactic only happens for a single moment in time. If your build is use Hallucination, that means Hallucination is your endgame, so what happens after the 6:00 mark of the game?

    As a tactic, Hallucination is very solid so long as it fits well with your whole strategy. There is nothing wrong with it and if you have lots of sentries in your army with loads of energy, there is little reason not to. However you cannot think of it as a build or a strategy and base your games around it. You can incorporate Hallucination into pretty much any Toss build, because it is a tactic. Where as you cannot incorporate 2 stargate carrier into your your 4 Gate push, because they are two different strategies.
