Its neither a strategy nor a build, its a tactic.
A build is what you make, an army composition and expansion timings. Basically what Woland said is a build with a specific build order. You don't need a specific build order to have a build, but all builds have a build order.
A strategy is a way that you go about the game from point to point. For instance a zerg strategy would be:
"I want to get a fast expo before spawning pool. Then make lings to pressure and keep him from attacking me directly. Once I get my third, tech to lair and get Spire and Banelings. While I am using my Mutalisk to harrass, I am going to build up an army of ling/bling and roaches to deny expansions and starve him out. Once he pushes I meet him just as he leaves his choke and use the blings to kill his pinned army. If I don't kill him then I will tech to Ultras and push when I have a control row of them."
That is a strategy. Strategy is a collection of tactics that is used to play the game.
A tactic, is an individual "thing" you do. For instance, Muta Harrass is a tactic. Droping Siege Tanks on my opponents cliff on Lost Temple is a tactic. Using Hallucination to confuse my opponent is a tactic. Tactics are quick little ideas that can be thought up at a moments notice and implemented shortly afterward. Use tactics that fit well with one another to make a strategy.
