I say the Umojans for being smart enough as to recognize they can dialog with the Protoss, and try to reap great benefits from that. It has the side effect of completely going against a part of Mengsk's speech.

KMC are pro-Raynor, as he made some unknown deal with them. Seeing as how Raynor's Raiders are so lacking in funds, however, it seems the KMC is holding a lot back and probably offer no more than safe port and a promise to not turn the man in. The Umojans have remained the most neutral of all factions, but would probably help Raynor out of a scrape in a heartbeat.Does anybody perhaps know, how these 3 factions stand with Raynor?
Personally, I'm voting Umojan Protectorate. I go along with the philosophy that violence erupts when imagination runs dry; and so far the Protectorate hasn't yet engaged any one force to any substantial degree. They are loyal, but practical, and genuinely seem to desire the best ultimate outcome for all Terran kind. What I find even more appealing is the simple lack of information concerning them. They're a mystery.
... All this said, I'll tell you that I'm also drawn to their "dark side". In Diablo, I love the Necromancer, because I prefer to have others -- "lessers" -- do my dirty work. I'll do everything in my power to supply artillery support and spells, but in the end, I'm saving MY butt to fight another day, so I can rally together a new army of skeletons and golems. That's what I like about the Protectorate. They've actually been quite pivitol in galactic affairs, but have used other agents, and made and broke alliances, to achieve their own ends. They helped Mengsk with supplies and material, and will likely aid Raynor in the coming game. But it's whom they aid and why that distinguishes them. When they finally see the good fight, the one worth dieing for, I have no doubt they'll throw everything they have into it.

My vote goes to.... Umojan Protectorate. They're really good counter for Confederacy/Dominion (Kel-Morian too, but i don't like miners ;p ), and they're smart enough to know that aggression towards Protoss can have really bad results.
Ps. IMO in pool should be options UED and Confederacy. They not exist now, but were really strong fractions.

I have to say Nova Squadron is a close second favorite. A shame they weren't featured much in the games. Would it be accurate to say that Nova Squadron was the Confederacy's equivalent to military police?
