Thanks, I think I see how it's out of character. Suffice to say that I didn't notice at first, so maybe I have a higher tolerance for odd dialouge "Begone vile wretch, you are no longer welcome here" he says to Kerrigans murder and manipulation of Aldaris, and "But you said that revenge was secondary to defeting the UED!" both seemed okay to me until I started thinking about it.

Actually, Zeratul banished Kerrigan for the murder only. It was quite obvious that Aldaris was going to die one way or another, he had no intention of giving up and would've fought them to the end. But Kerrigan overstepped her boundaries by interfering. Remember, at this point in the story, they still didn't know everything about her, they still didn't know she corrupted Raszagal. So, yeah, considering Kerrigan helped them earlier, and with the amount of information that they had at that point, banishment was the right choice. Maybe not so in hindsight, but they couldn't know how powerful she'd become later.
Either that, or I'm not remembering the campaign clearly enough.
EDIT:
Ah, I replied before you edited your post. The 'revenge was secondary' was just Mengsk being Mengsk. He always thinks he's got the best plan and he's the master manipulator. He thought he had figured Kerrigan out and that gave him false confidence, which backfired severely. Mengsk is smart and a good manipulator, but he's cocky as all hell - in this particular instance his cockiness blinded him.

It should have been obvious to Zeratul she was hiding something, except he lets it go without a word. I had many other problems with the characters of that Protoss campaign, but I'll leave them alone for now.
Arcturus Cocky, AND trusting? Yeah, I doubt it.
As for Kerrigan, she had some character development, but like most of the characters in the game she existed primarily to forward the plot. Most of her character development was in True Colors where she reveals her motives for Duke and Arcturus, and her very unzerglike reaction to Jims accusations, and in the after mission briefing and her "weariness of the slaughter" which is confirmed when she leaves everyone alone at the conclusion of BW. I'd go so far as to bet that she only wanted to kill the cerebrates, but then the UED forced her hand.
