I like the general idea, although I don't think your solution would fit well, especialy because of the problems you already mentionned.
Also, I don't really see how rushing to the Overseer makes any difference to rushing to an Observers for Protoss. Actualy, Zerg are forced to go Lair asap for anti-air. Protoss also "have" to go with the Robo for a quick Obs.
In the end, all 3 races can get a "good" scouting tool (other than the starting worker scout) at around the same time. Terran can obviously pop a Scan faster, but it can hurt its economy.
The difference (and the problem) is that Zerg must put a 250/100 supply depot near an opponent base to scout. The changeling is very cool and should remain. But it's also very risky for the Zerg player to hang around with the overseer.
To "minimize" the risk the overseer take when dropping changeling would be to modify the spawning by making the overseer "throw" the changeling from distance. Enough that it can't be touch by normal ranged units.
