I don't think that this idea needs to even be associated with ownership. make it so that you can only have one type (either regen or speed) active per player...
If creep runs together from enemy Zerg then it nullifies the properties of both until one player destroys the creep producing ability of the other.
If creep from allies run together and they have different mods active then it gets both... ( could be op, but could be synergy fun as well).
The added bonus to this is its a minor, but fun and useful macro mechanic.

That brings another thought to mind. The toggle mechanism could only influence your units and not the creep itself. Anotherwords, you control what augmentation the creep grants to your ground forces with a cost. The only downside to that is there's no immediate visual identifier.
But with this you still get the flexibility of choosing how you want creep to benefit you, variety in how you choose to spread your creep strategically, without the added programming overhead of modifying the creep itself.

I'm not for ownership but the option to pick between speed/regen is fairly diverse and gives the player more choices. Would work even better if changing had a cooldown, 20 seconds or so.

I'm against actual creep ownership, but I do think that Toxic Creep could be interesting (it's not actual ownership, since you can cast it in an enemy base).

How about instead of the creep changing colors, you have veins with different colored "fluids" going through them.
I like the idea. If you go on enemy creep, you still get bonus, but you get THEIR bonus instead of yours. Is that how you're saying it should be?

Multicolor creep isn't exactly what I'd like to see in SC, not even for custom maps. It's one of those things I think that should have a static, global effect. No upgrades, no ownership, no manipulation beyond spreading and removing creep from the battlefield.
Would it be cool to have for custom maps? Sure, but you can trigger anything to happen anyways.
