Because then the game would take still longer, if not forever, to be balanced. At least with the resources destined to it's making.

Plus, didn't the Xel'Naga "forge us all," according to Zeratul? What would you even do in multiplayer? Summon one unit and reign down chaotic and heavenly fire? Sounds to me like it would be, in theory, as balanced as if the pack of ants that enters my house every spring, looking for food, were to try a hostile takeover of the house.

Thats not the point. The point is that rock, paper, scissors is a balanced game. Each one cancels out a different object, and is canceled out itself. Adding a hammer would create an uneven balance and throw off the game completely. Obviously the races don't work like this in Starcraft, but the idea is that a 4th race, like a hammer, or "shoot," would completely throw off the balance of the game.
