It would sort of eliminate the ability to purchase upgrades, unless you were to have access to what would seem like an insane amount of money. Seems like this could also sort of mess with the difficulty curve, just like how the current branching system did, to an extent.
I would b completely in support as long as purchasing units and upgrades were done separately. Perhaps upgrades could be done similarly to the research upgrades. I enjoyed purchasing unit upgrades much more than researching them every mission to wana give that game mechanic up.

The course of action would be decided during play testing. Don't over complicate things.

It would be nice if bonus missions and such actually followed what Swann says in the beginning of WoL, that he only can make new units, if they BUY, STEAL or FIND schematics. Most bonus missions don't make you do that, you just automatically get new units for each mission. (That would also solve the lack of original bonus missions in SC2.)
EDIT:
I found it. It's from the Blizzcon 2008 singleplayer presentation: http://www.youtube.com/watch?v=aBYB8...eature=related
Also a picture of the now ironic statement that each campaign will not end with a cliffhanger...

But... SC2 didn't end on a cliffhanger? It left questions unresolved but the end cinematic did indeed feel like the end of Raynor's story at that point in time. It certainly was from a thematic point.

OKAY, if that was the end of that story arc and that was an epic story wtf happened to Mengsk who we hardly saw and Kerrigan who we hardly saw.
I think they had some great story ideas and I love both Mengsk and Kerrigan, however, they just didn't play a part. If someone went in and counted how many lines they had (if you forget holoboards) it'd be pathetic..and new material lines in the present.

Fine. To that, I can agree with. In my opinion, Blizzard fumbled with their use of the TV. Rather than it featuring a news report commenting on your latest exploits, they should have had Vermillion and Lockwell reporting on the Zerg invasion, with a continuously rising death toll and updates on Kerrigan's activities (with Raynor wondering what she's up to). In addition, there should also have featured Mengsk's propaganda messages and smooth, rousing speeches in response to the threat. All this, would be played in the same order regardless of what missions you just played; thus allowing this little narrative to have more continuity as it plays out alongside your campaign.
This, I feel, would have improved Kerrigan and Mengsk's presence in the game (though probably at the expense of Vermillion and Lockwell), making them feel like genuine threats against Raynor's rebellion and add to the sense of pointlessness in the mission in that next to these two, Raynor's small news.

But it DID have more content than they originally planned. Get over yourself. The implementation may not be perfect, but there was way more content than the original 10012 mission campaign they originally thought of. I forgot, you're spychi...
