Not sure actually. If a cloaked unit is able to burrowed units should be able to as well.

Also, to keep a xel'naga activated, you don't have to stand as close as you need to get the tower activated to begin with.
In other words, on a map like LT, you can keep a xel'naga activated by running a reaper up on the high ground and holding position there.
Well I guess a burrow upgraded zergling might be a bit too little of an investment for something as huge as keeping a tower.so now... why?

I can always see cloaked units but the indication for a burrowed unit is practically nonexistent. Perhaps they felt it was just too hard to spot.
I would rather be a superb meteor, every atom of me in magnificent glow, than a sleepy and permanent planet.
