I tried searching but didn't find anything, so forgive me if this has already been answered. But, is there a way to observe a game in SC2? Like if I wanted to watch 2 insane comps go at it or observe some friends in a skirmish?

yes, just set the map type for 1v1 for example, and add more players. I don't know how to obs computers though.

I found it. Such a simple answer I feel silly for not getting it. Just right click you name at the race selection screen and set it to "spectator".

Also, if you set it to "referee" you can talk to the people in-game

How come they only allow you to do this with private games?
I was bored and just wanted to casually watch other people play without having to play myself, but you can't open it to public if you make yourself a spectator. I understand why they wouldn't allow referees in those scenarios, but why not allow people to make 2v2 games and spectate?? I feel like they could just add an asterick or something that lets people know when they're joining a game that's going to be spectated.
