What is causing this? Also note that alt-tabbing with Starcraft 2 is slow.

AMD Phenom Quad Core 2.80 GHz
2 GB RAM
ATI Radeon HD 5750 1 GB memory
Windows XP Professional

I suspect that this is due to the large number of units that SC2 allows.
Next time you encounter a spike, look around and estimate how many objects (units, buildings, etc...) are on the map. The more of them there are, the more bandwidth SC2 needs to keep all players synchronized.

Looks like memory to me. I run on 4GB and similar specs and rarely if ever get any slowdown. That is unless there are a shitload of units on screen.

Number of units in game will affect your internet connection.
Number of units on screen will affect your GPU.

I'm speaking strictly of campaign. There are occasional lag spike despite I can run it w/o problems at high. Loading screens and alt tabbing's a bitch.

hmm, never had a problem myself with the campaign, just finished it, no slow down, no lag...but than again i got 12 gigs of ram :P

Increase ur RAM to 4 gigabites and check that its dual-channel mode (may not make a huge difference)
