I don't think it looks like Xytal at all. That doesn't mean it can't be him/his effigy, but there's really no similarity.

Well the "mandibles" can be from the zer'atai helmet, and the shoulder plates looks similar.

The voice in the Darkness introduces it as a naturally born creature, rather than one like the Xel'naga which are "artificially" created, in the way that the older generation of the Xel'naga guide 2 races with the purities to merge.
Perhaps the Voice could be the first and true natural merging of the Purities? I doubt it but just throwing it out there. It hatred for the Xel'naga could be because it sees them as abominations as they meddle in the natural cause of evolution. This makes me wonder thought why it wanted to create the Hybrids, unless it sees this as the only way to stop the Xel'naga cycle.

I'm guessing it's as follows;
The Xel'Naga would not help him, but the Hybrids would, and only Hybrids are capable of things the Xel'Naga can do. Creating a perfect mix of Protoss and Zerg would result in Xel'Naga, but the Hybrids have 1 feature which is more visible than the other. (Zerg Hybrid on Castanar and Protoss Hybrid on Zhakul)

The Dark Voice is also called the "Fallen One". Could he be the Xel'Naga's Satan / fallen angel?
I am speculating that after the Xel'Naga were attacked by the Protoss, the Dark Voice was consummed by revenge and sought to use the Zerg to kill the Protoss, while continuing his species' work in creating new Xel'Naga.
