As far as I can tell, marine guns use the same kind of bullets, whereas the new model of siege tank is completely new.
(Siege tanks have a range of 12 in StarCraft I; it's a small boost, and you need spotters for max range.)

Yes the tank design is new, and is supposed to be superior to the old, so it would make sense that it would have siege mode , which they have learned from the old model .

The new model transforms in a different way ... or at least it could. You couldn't really see how the Arclite model transformed (we would have seen it, had StarCraft: Ghost seen the light of day).
Also, it's a balance thing. Siege tanks take a bit longer to become so powerful in StarCraft II than in StarCraft I. Blizzard is trying to end the dominance of specific units like that.

Also, what Kimera said. They transform in a different way. Just looking at it you can tell, in SC1 it was merely the barrels that retracted to reveal an artillery barrel, while having the side "hands" for emplacement. This one makes the wheels go into a launching stance.
Also, multiplayer is not supposed to be representative of lore, think of it rather more like a simulation. Everytime you start a new match, you start a new simulation.

I agree, its definitely a balance thing.
If they want to keep the siege mode as powerful as before, there is no way that they could have it come with the tank because that would be too powerful of a "rush." Theoretically they could move the tank up a tier but I don't think that would be a very popular decision...plus it would mean they would then have to move other units around...
In terms of lore...think about it this way. It's a new technology that is still being distributed, so that is why the new bases that we create in game need to research the full potential of the tank on site, since its siege mode is also based upon new technology.

I actually like this idea. The tank costs more so why not have it start with siege mode that has a smaller range and have an upgrade that extends it to it's full range. It would have to be balanced during beta but I think this could work pretty well.
The name of the upgrade is not so great though. I would give it a name like Gyro Stabilization or Inertial Dampeners.
