What if mengsk actually planes to spare his son? I mean, well if you think one way, Mengsk could throw his best against Raynor (a fleet of Battle Cruisers with Valerian on its command) by risking the live of his son. It is not intended that he wants to kill Valerian, but what if he is willing to spare him over his power or life. Something I have learned is that people tend to get paranoia when they have a lot to loose and even kill those people they were once close to.

Mensk didn't send valerian after raynor, Valerian doesn't even take orders from mensk directly. He's free to do as he pleases so long as it doesn't interfere with "daddy's work." So chances are Valerian came searching for Raynor. Given Valerian's dislike for the Dominion it actually makes a lot of sense.

You know, enough so that her humanity is returned, and then in HotS she takes over the broods in an attempt to save every one from the Xelnaga, who are actually not as nice as the Protoss seem to believe?

Maybe the deinfestation partially fails and she is still a zerg but she has her humanity once more.

HOTS was about Kerrigan Evolving and improving. So perhaps she needs to regain her powers once more?

I believe he will either give Raynor the cure to help Kerrigan, or help him infiltrate Mengsk hide out and be able to take him out/remove him from power.
