I think its pretty clear thats a multiplayer map. If it was single player, we would have to assume that the it is a mission where you play as protoss wherein you get no custom units and heroes and build bases like you do in multiplayer.

They only found 1/8th of the xel'naga worlds. They're bound to miss a lot.
