I highly doubt that the beta keys are still being given away, so I wouldn't bother asking. But it never hurts to try, I guess...

The stores that offered pre-orders ran out of beta keys fast, and I think you had to pre-order a Collector's Edition anyway.

I have a beta key anyway. I went to Gamestop to get a Collector's Edition last month, and the clerk informed me that he wouldn't be able to give me a beta key. (Fortunately, already having one, I didn't care.) So yeah, pre-ordering is no guarantee.
