I also would rework the spell to cost 100 energy, have about the same AoE as Psi Storm (maybe slightly bigger) and keep all the current effects except the damage increase. Instead of a damage increase, make it give a 30% movement bonus on creep and 45% off creep. Only the base movement speed is increased. So say a unit has 100 base MS, 130 on creep, it would have 160 MS on creep with this buff and 145 MS off. Additionally, give light units 3 or 4 bonus regeneration per second that works in combat. The entire effect would last 5 seconds. All the specifics are subject to change, of course. Only works on ground.
Not only would this make the spell less 'Warcrafty' and more 'Zergswarmy', it would also finally increase the effectiveness of Zerglings vs mass ranged in lategame by giving them a chance to move up even faster and a temporary regen so they don't die instantly when charging. The synergy of Infestor and Zergling we've been waiting for so long would finally be there. It would still help the Ultralisk get through to the units it wants to kill. And because the AoE is fairly small and the duration quite short, it would be kind of a waste of energy to use it purely as a combat heal or an out-of-combat heal. The duration helps prevent the usefulness of the latter, the AoE helps the prevention of the former because (especially melee units) are usually rather spread out in actual combat. Of course, you could make a ton of Infestors and spam it, but that's just economics.
