When I did it, I proxied beside the cliff of my opponents base. If you don't have a cyber core by then it's usually GG.Yeah, that's the thing. What are the tell-tale signs of a terran who's opting for a reaper rush? Early refinery?

If you scout a Terran base which doesn't even have a barracks in it but has a refinery, then you know he's going to proxy. Otherwise, pretty much a barracks + tech lab and refinery means either an early marauder, or a reaper. 8 rax reaper is tough to defend against though, so scout early.
Well I don't play Toss but I'm pretty sure that an early cyber core or forge will go a long way in putting you into a lead if you manage to fend off 8 rax reaper. Not sure how possible it is to defend 8 rax though, or if a cyber core can come out in time. But if it's not 8 rax reaper then you should be able to plausibly get out a stalker in time.If you are doing Cheese Reaper Rush, he won't be able to get one Stalker... He can maybe get 1-2 Zealots before First Reaper comes in. Same as vs. other Terran. Also, this depends on the map a lot, if map is big, Reaper Cheese rush is not that great idea.

i either do the rax + ref at 9 or rax at 10 (depot at 10 or 11) .. if rax at 10 im going for reaper speed.
in 1v1 especialy, at elast at my level of play (top gold) you need to manage your base meanwhile; starting OC, 2nd gas, 2nd rax and/or factory, an upgrade on the techlab, more scvs, start making marauder (/marine) if you decide not to make more reapers atm.
ill be down a few scv's compared to if i'd 'a opened with ehavier econ, and the sucess of my reaper harass determines if it was worth it or not.
... as is now, the recon gained from the harass + any leftover reapers is whats motivating me to do the reaper harass as often as i do.. but even though im getting decent at it, it very rarely ends games or even gives me any very definitive numeric advantage; only if my enemy has tried & failed with a proxy or desperate t1 counter attack or early expand / forward-placed buildings etc.. and in these cases, a transition into banshees (or wahtever) is more of a game settler than the reaper is
I am an enthusiast of good strategy games, sc2Esports and rollplay, although i dont really play anything atm.
I work an internship at a government agency this fall, and have a good time at it.

It's supposedly a reaper cheese.

I always get a Stalker just as the Reaper enters my base. One Stalker can kill 3 Reapers.

Ah, yes.. "Reapers". The council has dismissed that unit.
Seriously though, it is an extremely niche unit. Maybe if it could be upgraded to be flying in tier 2 or 3, or give it a special thing where it still counts as a ground unit but can pass over terrain other than cliffs in the late game?

I hate the fact that this unit has absolutely no purpose beyond early-game rush.
It's design is strange, to say the least. It's too frail for cost, too damaging and fast to be cheaper, too mobile to be given a spell that throws bombs that do much damage, has too much of a bonus vs Light, has too short of a range to make use of hit-and-run against everything that isn't melee. Yeah, it's a mess.
