It's not necessarily about making 200 roaches. I realize that the upper limit is rarely reached, but I think it's mostly about balancing unit compositions. All things being equal, max supply of 200 is more balanced now I think.

Is the same as saying that building 200 supply worth of Ultralisks, is unstopabble, nerf them. Double their supply counter.

Did you just say that 200 Roaches was unstoppable force, and then you said who builds 200 Roaches? Contradicting yourself?
Well, mass upgraded Roaches was scary actually, even if you went for 50 Roaches, that was pretty strong army and took up only 50 supply. Now, that army will take 100 supply, 50 Supply on Workers and what will you make for last 50 Supply? Not much indeed.
Predicting Patch 13:
Roaches are now melee units, their speed is reduced and their gas cost doubled. This should balance them for good! AWESOME!
