Eh? It always just went back to 0 charge after a few seconds. I imagine this still hasn't changed.
No it wasn't. Hydralisks could actually dodge storm in SC1.That's the way it was in SC1, and storm has already been nerfed so much in regards to its radius and range.
They're way, way too slow in SC2 to even think about it. And they clump up way more so the radius change doesn't matter.
