My issue with the roach is that it is just lame. It looks ridiculous, its attack looks stupid, and its name is stupid. Just not a good creative product overall, and with how streamlined the zerg units all look now under Kerrigan's new rule, it is boxy and awkward and does not fit at all.

Good to finally have someone who knows what they're talking about.
I think part of the problem here is not necessarily with the roach itself, but with the game changes the roach creates.

I always thought that the Roach failed to follow the ideal of the Zerg. When I think Zerg, I think of a swarm of weakly armored but medium armed units whose ability to absorb damage comes from their nature of having huge numbers of units. The natural opposite of this would be the Protoss, a small army with heavily armored but medium armed units whose ability to absorb damage came from their individually immense HP and armor values.
So, when I see the Roach, I see a unit that disobeys the rules. Instead of the strength being in the masses, the strength is in the individual. However, I suppose with this line of thought one could say that the Ultralisk disobeys the rules as well. Still, it's like, with these new units taking roles that upset the rules of each race, they are making the races too similar to eachother.

While I think Roaches are a great concept to replace the hydra and its tier 1 role, they are, in fact, very hard to balance.
Hmmm, the OP's points are interesting. It's really starting to mess with my head when I think about it. I'm starting to think that maybe they should bite the bullet and swap the hydra and roach positions.
They could then recondition both units. For the roach, they could bring back the high regen while not borrowed and increase their range, while making them devastating to armored ground units. They could make them more beefy in general, giving them a mech-buster type flavor while remaining weak against infantry? They could add some sort of acid after-effect to their attack as well.
Meanwhile, they could tone hydras back into the tier 1 units they were. A few years ago I toyed with the idea of giving hydras a form of cliffclimbing and mentioned it on the b-net forums. Maybe they could consider that? Maybe they could reconsider moving while borrowed for both units?
I realize my suggestion might send hydras back into the stone age, but maybe tier 1 is really where they belong?
