I tried to play the game on my PC and a friends.
I have a Pentium 4 with a GF6600. I meet the minimum.
He has a AMDx4 with an integrated ATI hd3200.
It ran like crap on mine at custom low setting (like 20ish fps, lower later on). I tried running it without the shaders then with them. I didn't notice a big performance difference, telling me its likely my processor thats the nuisance and not the Graphics card (which keep in mind is the lowest card you want to run the game on).
My friends PC can actually run it on medium setting with a decent frame rate (30ish) and rare slowdown. The selecting was a little delayed though (I think thats a cpu related thing).
SC2's optimization is actually pretty good, but I think it could be better optimized for CPUs. I don't think they're done. I've seen people complaining since one of the patches about performance issues, so I think they're still working on it.
But I think SCII is one of those rare games where you might benefit more from a better processor and halfway decent Video card. It shouldn't be integrated, but it doesn't have to be a geforce 9800gtx or something.

Most optimizations happen once everything in the core game engine is complete. That's usually a few weeks before it goes gold. Otherwise, it would be like proofreading an essay as they were writing it
That being said I do think that StarCraft 2 is optimized very well. I tried it on my old 2003 Athlon 3000, 6800GT and it ran StarCraft 2 much better than Dawn Of War, Battle For Middle Earth, and some others despite those games having lower minimums.
