I don't really know about making that change to Guardian Shield. There aren't that many melee units that it would really affect, only Zealots and Zerglings. Ultras and DTs deal too much damage for the 2 armor to make a difference. Applying it to Shields only would probably result in a nerf in most situations.

Now, what are they for? Lots of things. While cost-for-cost, they can't out-damage Immortals vs. their preferred targets, they still make good support for ground forces. Also, their speed and Blink make them great at kiting Roaches. Chrono-boost out the +1 attack upgrade, and they're pretty strong damage dealers.

The main thing about Stalkers that you have to remember is that they're balanced around Blink. If you're not using at least some Blink micro to either move them into range of ranged units or keeping them alive, then they're probably not as cost-effective as they could be.
But if they're balanced around Blink, that means the unit won't be worthy of using unless you research it. Upgrades are supposed to keep a unit useful late game, not be the reason a unit is useful right from the early game. Why is it an upgrade, if it's absolutely required for the unit to be worth it's cost?

Well I've just been comparing Stats, and I have to say, the only area the Stalker beats the roach in is range and overall Hp but in every other the respect the Roach is superior:
    *It costs 50/25 less
    *Takes 15 seconds less
*Costs 1 population instead of 2
*Has 145 hp as opposed to 80/80 but can quickly regen while burrowing
*Does 16 damage as opposed to 8 (or 14 vs. armoured)
*Has 2 armour instead of 1
The only way I can see for the Stalker to really work against the Roach is choking with Force Fields, or mass Cannons (Cannons are a waste of minerals in most cases, but at least they have Detection, and don't cost gas).

Honestly though, no ranged unit should have more hp than its cost in resource points.
