Should the MS be considered a structure for targeting purposes? I mean, It is easily shut down by ONE Infestor, I've seen it a replay. This would make it immune to many abilities, forcing the Player to destroy it outright.

Yeah, make it immune to that spells. It's pathetic to have a spellcaster limited to one for it's supposed imba-power, then be easily disabled by any standard spell, like Neural Parasite, Feedback, EMP, you name it.

Having more than one would greatly imbalance cloak though, especially vs. terran. Let's say you have 3 motherships. Terran players' only chance against that would either be multiple comsats/Ravens or ghost+emp+mass viking. Otherwise, by the time all the MSes go down, the Terran force will be dead cuz of the mass carriers/HTs underneath.
This didn't happen in SC1 because Terrans had lockdown and much better AA, but now that Terran only has super-fragile Vikings it's much harder to take down a unit that has extremely high HP in the air.
Of course I'm no pro, so correct me if you wish...this is just how I see it.

I don't know, it's not like the Wraith had more life than a Viking, anyways.
I think that the problem, is that the unit would be too good a fighting unit to be a caster. With 8 supply, i don't think that anyone would try to mass them too frequently, but still, it could lead to too many Vortexes.
I don't even know why they did set 8 supply to a unit you can only make one, anyways.
