Kerrigan may be able to use this on a wider scale, say she's looking for artifacts, she can do this to someone in the Moebius foundation and, or general in the Dominion army. The potential is really extensive, it (A) just about confirms my previous theory about how Kerrigan controls the swarm, not by force, but by subtly suggesting things which will inevitably obeyed. (B) Confirms Kerrigan's capacity to fulfill her goals, she can infest as much as she wants, building a whole army in her image.

I wonder if Kerrigan didn't intend that as well, set it up so that only Raynor could save Meteor station, then attack it. Assuming Starry is on-board she can keep an eye on Raynor, use him to track artifacts, and may learn about Zeratul's presence there. She might use it to start/tilt a revolt between Raynor and Mengsk. Smash every terran she can find against each other till the last man standing is far too weak to resist her.

That's part of it. Also because she didn't expend effort on reading his mind - it's called respect. She lost a lot of respect for him due to the psi emitter incident, but still trusted him for some odd reason.
In StarCraft lore, mind-reading is made weak, due to its plot-breaking abilities. Even Nova doesn't pick up nearly as much information as she should, and she complained it was often harder for her not to read minds. (For instance, when she first met Fagin, and he didn't have a psi-screen, she wasn't able to pick up his plans for her, except something about her starving.)
It's harder to say with protoss. I'm not quite aware of any cases where a terran managed to trick a protoss mind-reader, but they certainly don't seem to read each other well, despite the Khala.

Yeah, it's one million times more difficult to write something, when people can read minds, unless you can entirely avoid direct contact of the sensible characters.
For the Protoss (or any two psi users) it can be justified: if the one of the characters is better at hiding his thoughts than the other is to read them, there's no problem. You don't really buy that shit of them not hiding any thoughts, right?
Unfortunately, it would be too late to say that Mengsk had psionic powers, but maybe he weared some kind of psi-screen.
