Chrono Boost allows you to produce units 50% faster (can be Probes), and Spawn Larva gives you 4 extra Larva. A 133% increase in unit production speed (that can be Drones).

Plus the fact that larva and chrono are only 25 energy and have little competition; MULE is 50 energy and competes with scan, which is a vital ability for terran, since their detector is not til tier 2.5.
