Can anybody please tell me how to have constant frame rate with v-sync?
I used ATI catalyst options, even set in-game frame rates to 60, but it still jumps up and down (110-50)...so there's no result.
Help?

I don't have the beta, but I've got the client and I've been watching replays, so I can kind of weigh in here.
My specs:
Core 2 Duo T7200 (2.0 Ghz)
GeForce Go 7600 (256 MB)
2 GB RAM
Windows XP (SP2)
I've found the best settings for running the game are at medium for me, with the resolution set to 1280 x 800. I don't blow the game away at those settings by any means, but it runs just fine. Fraps says I get between 10 and 20 frames per second at those settings, and while that's nowhere near "good" it certainly seems playable.
Anyway, I did turn on 3D portraits (which are set to 2D on the default 'medium' settings) and that doesn't seem to affect my performance at all.
I had to turn the terrain detail to low, however, mainly because I found that looking at a Zerg base would lower my FPS by about 10 because of the moving creep.
One problem I've noticed consistently is after about 5 minutes of watching a replay I get a message saying that my computer is running low on paged pool memory. After another 5-10 minutes, I get another message saying it's run out completely. After that, I find that I get random 3d objects and particles popping out of things occasionally - though otherwise I don't really notice any problems. I don't know if that's just my computer or if it's a memory leak kind of issue with the beta. Hopefully it's the latter.

I tried turning down most of the settings to low (particularly shaders and textures) and found I could run the game at around 40-50 fps (35ish in big battles) at 1680 x 1050 resolution, which is notably crisper looking. I maintained that framerate even with high detail models and 3D portraits (which don't really seem to affect performance much). It's really the textures and shaders that make the big difference.
I didn't get the paged pool memory loss issue with the lower settings. I guess my video card just doesn't like having to handle the higher textures and shaders.
I prefered playing the game on lower settings with the higher resolution and higher framerate...though it does make me feel like I'm playing a game that's 4 or 5 years old.
If I turned everything down completely I could run the game at 75ish FPS on a low resolution, but that doesn't seem necessary.

Runs replays at 80-90 fps on Ultra everything with heavy action, up to around 110 with light action at 1920X1080.

I've been running the game on low with no problems. My FPS is low but very stable at 25fps, but that's not really gamebreaking.
Though my fps drops when I'm playing and have a stream running on my dual screen (I like to watch TV/Shows while playing). I just put a random page when I ladder.
