To clarify from what I understand, the beta invitations can be given out days before the beta officially opens.
From my experience in the industry, this is a term of preferences that has some benefits and consequences in multiple ways. In light of your questions, I've gone out to realize a few of the words were translated poorly by google translate. For this reason it's good to see the updated translations (they are fixed in the news post)
Here are some pieces of information that we have to examine:

Speculation 1: Zhydaris was addressing the StarCraft Community as a whole. If this were the case, worldwide we can expect beta emails to come announcing that you can potentially download the game but not actually connect to the activated server until a specified time. This would ensure that there would be a solid stress test in place, build hype and also allow for a guarenteed solid playerbase at the start so people can see a more accurate portrayal of the service from moment one.
Speculation 2: Zhydaris was addressing the Polish StarCraft Community. If this were the case, it would involve beta being available to everyone at first, but due to the stipulations in Post 1, he's reinforcing a level of caution/patience/understanding in the Polish community that would avoid a public backlash and essentially place the expectation of a delay and a premature explanation why it would exist.

Important point: I don't want to see posts after this that says "Option 2 is it!!". That would be, in my opinion, a complete disrespect of my opinion which you've asked for. I'm pointing out that these two speculations exist and should be viewed as speculation, no matter how much you feel you can put faith in one or the other, it will not be factual unless a blue post states so.
