Outside of the pure speculation part, that's using tech, not getting tech. It doesn't change how long it takes to get a StarGate or a Fleet Beacon.- (unconfirmed) Cast TW on a Robo Facility while it's under production to bring it into the field quicker.
- Cast TW on whatever building is responsible for tech research of blink so you can quickly bring about the most overpowered unit of the game in full glory.
- Cast TW on your Nexus so you can train your mothership faster.
And the Protoss already had gains in the area of using tech with WarpGates. If they leave their WGs fallow, and they build a Templar Archives, they can almost instantly get as many HTs as they can afford.

That would only be a problem if nothing was changed anywhere else. I'm certain this can be balanced. The idea is that playing protoss now will require a different approach. Diversity. Of course, there will always be that one build (this includes the which one to time warp and when) that will work best vs this or that build, right? But the point is that, again, protoss gameplay has become slightly different.
Imo, this one is so much better than PC.
At some point, a commentator might say, "Oh no, he's using timewarp on cybernetics! He won't have enough economy to match the zerg's econ! But if he can harass...." and on, and on.

Researching abilities IS teching. Don't be ignorant.
When people say "oh shit he's teching to high temps" it's not the high templars they're worried about, it's the god damn psi storms.

Eh... it's... muddy to me.
Anyway. I wonder if this will affect the cooldown on a Warp Gate.
And where exactly do psi storms COME from? The biggest portion of the tech requirement is the archives. That's where the actual teching takes place.When people say "oh shit he's teching to high temps" it's not the high templars they're worried about, it's the god damn psi storms.
It's still muddy to me where the line on teching is drawn.

Remember tho, we don't the cost of TW yet, or if there are limitations on it, or really how much quicker it actually makes 'stuff' happen. I for one can't wait for beta to see how this plays out!

So are you actually trying to ignore the fact that there's a clear difference in the total amount of time it takes to finish researching psi storm? Sure, maybe you think tech refers SOLELY to the fact of getting further in the tech tree, but what exactly is the point of that? Obviously to get a unit or ability ASAP.
What does Time Warp do? Exactly that.
Thus, Time Warp does speed up tech.
