Good question. Hmmmm their are some nuances to the question (better in what respect). But overall im going to say Time Warp is better.
I think a huge part of the problems with Proton Charge had more to do with the enviroment than the actual ability. For instance, I think Proton Charge would have excellent energy tension with Time Warp if they were both on the Nexus.

It seems many got carried away with this mechanic.
you right about this, and also it will be harder for your opponent to predict your moves its like your doing proxy buildings.if resources are doing good, instead of telling Time Warp to focus on probes, you can focus it on researching "blink". I think thats cool.

Well the Nexus does get an energy pool now. Then again, we don't even know if the ability runs off energy, or the amounts it takes.
I'm just gonna leave it alone until beta. I'm just saying I think it would be more fun if it was one ability, and if they can balance it with that it would be swell.

Yes, and somehow you expect any rational person to think you think TW has "merits" when all you do is nothing but harp on it with your sarcasm. Then when people (rationally) assume you don't like TW (because all you do is complain about it with sarcasm) you say they're wrong. What's wrong with you?Yah a energy ability that speeds up some base process. Quite unique for a macro mechanic
And I seriously hope you're not suggesting PC is more unique than time warp.

So, lets review the current Macro mechanics, please correct me if any are wrong:
Terran:
1) Call Mule: Summons a unit that collects minerals 3 times faster than an SCV, and is able to collect minerals at the same time as an SCV. Timed life
2) Orbital Supply: Permanently doubles supply on a supply depot.
Zerg:
1) Spawn Creep Tumour: Produces a small burrowed Zerg building that "secretes" creep around it.
2) Spawn Larva: Produces 4 larva after 40 seconds that can be used to morph any Zerg unit.
Protoss:
1) Time Warp: Speeds up target building functions, this includes Upgrade research or unit production.
2) Warp In: Allows a Protoss player to warp any Gateway unit to any location within Pylon power.
If you look at Proton Charge and Call Mule, they are very similar, if you look at span larva and Time warp... not so much. Spawn Larva produces 4 Zerg Larva after 40 seconds, Time warp speeds up one buildings production or research time. How are these similar?
