No, it is fan art. You can see it in the 3d wip forum at cgtalk. I am pretty jealous of it too. lol

No, The fans aren't down force generators, they are exhausts for the power plant. I believe it is micro fusion reactor. In theory it could suck in atmosphere or fluids for fuel and life support. That is my own conclusions, not necessarily canon.
