It should be noted that this is referencing the World-Wide sign ups. If you remember at other opportunities, like the June 22nd Press Junket, I remember reading of likewise opportunities to sign up regarding that time period leading up to it. Another note, according to the SC2 beta FAQ, other regions will be started later than ours.
