Yeah, it bothers me but not nearly as much as those who think a million Dawn of War expansions are fine and Call of Duty yearly sequels are grand but yet StarCraft 2 being expanded into three full products of awesomeness is somehow an apocalyptic sin which will doom us all to the eternal fire.
Basically, what I'm saying, if a topic needs to be made threatening a group of people, I think it should be the ones I've mentionedThe companies posting false pre-order dates are doing it out of the sake of money. This is capitalism. It makes the world go round and has brought mankind out of the darkness of the past.

The Dawn of War expansions were well made (barring the last one that wasn't made by Relic). That and they were priced as expansions, not full games.
Blizzard hasn't specifically labeled HoS and LotV as expansions, or that they're going to be priced as so. If anything, they've said stand alone which is even more indication that they're going to price them as full.

The most likely reason why retailers are giving out release dates even though Blizzard hasn't even come close to releasing one yet probably has to do with place holder or marketing reasons, I'm gonna bet it's marketing purposes.

I wouldn't be surprised if the beta came out in late march or early april, but it sure as hell ain't the release date for the actual game.
