The SC2 FAQ consistently calls them expansions, and they've said they'll be dependent as opposed to standalone. You're right that they haven't specified any kind of price, but if they're expansions I expect it to cost less than the original.

I was specifically pointing out the reason why people in general are conflicted about the 3-game release of SC2. Fans know the real deal, while general public does not understand and in turn complain about it.

The problem is that the single player is also divided into 3 parts. If you want to play the Protoss campaign, you will need to pay for the game and the two expansions. Not to mention, that the real, big ending is in the Protoss compaign, so, you need to pay for both expansions to get the full story.
Of course, the content can be so good as to justify the price, but it's more like a game divided into 3 pieces, than a game and two expansions.
