It's an interesting concept, and it definately promotes the Protoss focus on abilities (faster research) and more buildings.
The problem I see is that this throws off tech and research pacing. Protoss would have a 'permanent' 20% speed bonus on research. Once all required research is done, you can swap this back to unit production, since research only happens once.
Production speed for units is usually not needed in most situations; multiple buildings are usually created to work around this and Warp Gates allow fast early game unit production.
If this applies to speeding up building production, then I think it's an OP ability. Warp mechanic already frees the Protoss player of Probes; whereas Terrans and Zerg have their workers tied up for the duration of the buildings (Drones being lost upon completion). Having speedy Warp buildings is too much of a good thing, it needs some sort of down side to it.
