No, I still disagree. I don't know if other races have the same "raw strength = telekinesis" limits as terrans. The terrans have demonstrated powers like astral projection that other races (the protoss, for instance) have not. Given the general low level of terran psionics, I do not see this as evidence as terrans are stronger. I think they just have different limits.

(For instance, Gestalt Zero had a pretty high telekinesis rating, despite having a PI of less than 8. Although we never saw him use it, so maybe they were just talking about potential.)

For instance, the protoss can control psionic storms, this is due more to the Khala than due to raw power. (Terrans like Nova who have lots of raw power have never demonstrated the ability.)

We seem to have a different idea of what the chart is meant to represent. Rankings based on abilities are exactly what I tried to avoid. For example, I didn't put high templar higher than dark templar because they can cast storm; I put them higher because their tasks are more intensive, and require them to push their powers to the limit, whereas Dark Templar perform more mundane tasks (powering warp blade & cloak). Let me rephrase this: even if telekinesis has a different lower limit for races, it is still a function of power.

As far as Overlords are concerned, what they do is impressive regardless of what limits they have, so I put them at 6. Zerg could open entire warp rifts, but that didn't stop them from needing to assimilate humanity (for the reasons I mentioned earlier).

Sarah was set lower than 8 because of her less than impressive feats in Uprising (at least in comparison to Nova). I justified this because she was special in her own way (being able to control Zerg). I don't think the "must be 8" rule will apply to every single human. Also, like you said, Gestalt Zero was lower than 8, but had a high telekinesis rating (even though he was part toss).

In sum, I tried to exclude abilities from this rating completely, and tried to rank via pure strength. If using an index that's not PI will help, we can try that too.

I thought that the description stated by Blizzard said that even normal or average Protoss have a psionic level greater than the strongest psionic Terrans? Can anyone confirm or deny this for me?

Yes, it was said by Valerian Mengsk, but people insists on calling that "not a good source", even if it's the son of the Terran emperor, and even when the Protoss are a psionic race from their very begginings, millenia ago, and Terrans are in their infant stages.

He said that even the most gifted and trained of the human psychics were pityfull next to any random Protoss. I'll take that as that you cannot mind-attack any Protoss sucessfully, or read a Protoss mind, or psi-push a Protoss away.

I would have to agree with that statement as well. It just makes sense based on what we know physiologically about the Terran and Protoss. I mean the whole Protoss culture is basically based on psionics as well such as their religion and how they communicate with one another.

Wow... Kerrigan beats Zeratul by 1.5 points. Impossible.

How? In Queen of Blades she fought both Tassadar and Zeratul at once, and was winning too (she also disabled Raynor who intended to help, but was just useless). She can throw psi storms (although I wonder if it was just lazy spell work, or if it really is a psi storm). She can control the entire Zerg swarm, and for all we know, she can open wormholes like the Overmind could (how else would the Zerg travel vast distances?).

Consider that this is Kerrigan post-infest AND post-neural-inhibitor removal.

Also notice that her earlier forms are both weaker than Zeratul.

It makes perfect sense to me.

Added new character: Lekila. She's spent the last 500 years of her life training, and has achieved levels of the Khala that most Protoss can only dream of. While impressive, I don't know what it says about her overall strength. She conjured a huge psionic storm which killed a bunch of Zerg without use of the Khala, but I didn't factor that into her rank since it was a suicidal desperation attack.

Also added Archon & Dark Archon. I pulled their ratings out of nowhere tbh. Man I wish we actually knew these numbers. :P

I doubt she does those by herself. She probably gets help from Overlords or something.
