Um, because it's important information and sticking it up the top keeps it clear of all the colourful-but-distracting stuff like the minimap, unit screen, etc.
Also, the 'it's what we're used to' argument carries weight, because it's not just the old SC that used it, but most of the RTS games to-date, so everyone who's cut their teeth on RTS games (and about half the people who've done the same for TBS and city-simulation games as well) is going to be used to it being up top, not just some bunch of SC hard-liners.

You know, I'm sure there's an argument somewhere that the vivid terrain, units, and explosions being offset by the simple, clean white text of the resource counter helps the counter be more noticeable.
But if there is, I can't see it.
