I'd definitely be willing to bet that it's Duran's work. Why else would he already be in that corner of the universe? I doubt he followed the Zerg all the way there.

It was mentionned by people here that the voice killed everyone it took control of...Well, when it in fact affected Dr. Morrigan, it wasn't eating her away, yet she was somehow mind controlled by it.
Who's to say that the voice couldn't have done the same to Duran, and used him as an avatar of sorts, taking full control of his mind? The voice would need an agent. Who's to say it eats anyone it controls by default? Perhaps it only ate some because it found no more use for them, or that it was a stronger method of control. Whereas with Duran, the voice isn't controlling him that way because he needs him alive for a while. It isn't giving Duran the strength and superhuman capacities that it gave to the subjects it controlled on that moon.
And who's to say Duran is a mind-controlled person? Who's to say it's not something else, but appearing as Duran, that is still linked with the voice? That could also explain why Duran isn't being consumed...
And perhaps the voice ditched Duran after a while and we won't see him in SC2. Duran became visible and so it had to change its appearance not to attract attention to itself.
And I'm sure Ulrezaj is working with the voice. He could be strong enough, since he's a Protoss, to resist being eaten by the voice, and besides, he has that device which can re-energize him (the fact that he is an archon and has outlasted every other archon by re-energizing himself from the bodies of other Protoss), which could've easily made him last that long.
And now he's imprisoned within a crystal, while Duran may have gone...Thus the voice awakened. It seems that the voice is more than just whatever was on that planet, as it is still alive when the planet is shattered to pieces, so that didn't kill it.
The voice could also be like a computer virus...It can infect anyone, and perhaps has infected that Protoss' mind, instead of simply wearing him while in another form. (Like how Protoss minds can be transferred into crystals, the creature transferred itself into a Protss mind) That's what it may have done with Duran, too. Or perhaps there are more than 1 voice in the darkness across the universe...
Anyways, going a bit off-topic with all these theories...

The smoke monster appears to hold some kind of ultimate moral, while the voice is sort of more biased and has its own opinions and what seems like feelings.

It considers humans a weak source of food due to their low level of psionics. Morrigan was psychic, so she would have lasted longer.
