The last update I remember on Phase Shift, it allows the affected unit to move around but absolutely nothing else. The affected unit cannot attack, be attacked, cast, or be cast upon. Originally they had zero collision, but I believe that they can be blocked now — at least by buildings iirc. In short, it's a single target stasis that allows movement.
What I'm not sure of is how this ability would affect transports. Can units be unloaded from a phased transport? If so, will they themselves come out phased? If you phase a transport and another unit separately, can that phased unit load into the transport? I guess I have a lot of questions to ask the blues on Monday......
