Being able to fire on the move can be quite powerful but it will add a personality the seige tank who actually don't have one.
Pursuing a siege tank will now become a bad idea and you'll pray for blink's cooldown when the tank will pursue your stalkers. Even the slow-lings will have a hard time chasing them, sound good to me^^.

Firing on the move is completely OP and breaks one of the fundemental rules of Blizzard RTS games. Which is running = advantage to the runner.

i like attacking while moving for the crucio tanks, fits them well and its adds another characteristic for the tanks.
But there should be some skills to counter it like lockdowns or ensnare.

The Infestor has Ensnare. Its called Fungal Spore now, makes the enemy completely immobile, and lasts 12 seconds.
