Uh, well, I think I get the gist of your question. Well, from what I heard, he was just some guy they created specifically for the Starcraft II trailer. But he was so popular in the trailer, that Blizzard decided to go ahead and shove him into the already formed WoL story, shuffling around whatever plot elements necessary to make him work. However, I also heard from Brian Kindregan, a writer of SC2, that he was hired to take the huge mess that was WoL's plot at that point, and make sense of it. So....yeah.
Basically I'm just whining that Tychus was part of a Mengsk-led conspiracy, despite the fact that it makes no sense, creates a large number of plot holes, and has a stupid payoff. I like him as a character, though.

His reason for going along with Mengsk made sense. His mentality was that Raynor would eventually get over Kerrigan because he'd have to realize she died when the Zerg infested her back on Tarsonis. This was still his mentality even before the All In mission. Despite what Valerian said, Tychus didn't seem convinced the artifact would really do what Raynor thinks it would.

there is nothing illogical tychus is just a spy, for control to Raynor,with difficulties communicating with arcturus,by hyperion sensors . there is no conspiracy based in which improbable things happen like deisnfested kerrigan posibility , simply the opportunity occurred on the progress since Arturus had a trigger in the moment he take advantage of it(this is canon ), even shows the gray morality of Raynor is a good guy but when he has to choose he assumes the price, and he has shown that it can be cruel, here the only one with the strongest moral is Matt Horner
Rayno is of relaxed morals not afraid of knowing the nobility protoss does not question kill protoss or steal for their own benefit, defend kerriganif it shows the typical behavior of a lover who justifies his partner (regardless of whether he is in debate his guilt), he recognizes it is very similar to Tosh, the way he treats the protos is as if the friendship that he obtained with the protoss he was with specific individuals, not with the race in spite of repeating it he prefers the humans always, which is notorious because the protoss have him in great esteem

Yeah I never really understood how Raynor felt about the protoss as a whole race. Back in the SC1 days when Aldaris and Artanis went to retrieve Tassadar from Char, it was clear Raynor could see Aldaris's arrogance. Then again, I'm unsure how many protoss he's associated with lower down the chain and all that.
This was somewhat seen in the Evolution book too, where although the higher-ups are cordial, the lower ranked protoss still hold the Dominion people in a low regard.
