They have 125hp, and lose only 10 with Stimpack. That doesn't make them weak, unless you use a bunch of Stimpacks, but how much extra damage they dealed because of that? With the Marine, it's a much bigger tradeoff, as they have only 45hp, while the Marauders have nearly 3 times that.
Healing basically defeats the tradeoff. Stimpacks should decrement the max health for a minute, or so, instead of doing damage for 10 hp. That way, your unit will return to normal if it survives, but you cannot abuse the ability when you get healing. Another option would be to put a cooldown on Stimpack use.
