The range of the siege tank is 13 now IIRC.

Yeah, my badIt's 13 now, if completely forgot.
Anyways, my point is that the Colossus should have a little more than 6 range by default. With so little, it's impossible to use it's cliff-climbing in battle, and is a bad investment without the extra range, unless the enemy happends to have just the right units, and very small numbers of the countering units.
It does have a sizeable amount of HP, but it can be countered pretty fast, and it's costly. If it's intended as a unit to be microed to survive, it needs more range. As it's now, you're forced to put it under fire to attack 99% of the units.

Only if Siege mode for Siege Tanks becomes innate.
Really, being useless without the upgrade might be exactly as planned. 6 is already "combat-range" 9 would be "siege-range". The range upgrade is a LOT less crucial than many other upgrades for other units, like the aforementioned Siege mode.
