Weird insert in LotV soundtrack sleeve?

I've noticed it a couple of a times when reading the notes or taking the CD out of the case, and I'm finally wondering WTF this thing is to enough of a degree to ask here. It's vaguely protoss save for the eyes. Creeps me out, but anyone know anything about it?

I do remember seeing it linked on here a while back, and that's part of the reason I'm so confused. It has all of the musician and composer credits inside, and a thank you on the reverse. It's an official something.

Yeah I think I saw it on DeviantArt a while back. Artist tried to make a photorealistic protoss.

I imagine that's what Protoss eyes look like when they're not lit up. That is, when they're dead.
