@Ragnarok, thats what he surely spouted, but he has admitted that hes a megalomaniac, only cares about holding on to power.

Legacy is over, kerrigan has gone the way of "Mediev", a godly, redeemed character who leaves to never meddle with mortals again, but....planting seeds of life on the worlds she ravaged on her way out. Now we can direct our creativity towards making the diverging factions of terrans, zerg and protoss more distinct. Surely the introduction of the primals, zagara herself and the other broodmothers will bring about other independently minded zerg who may try to create their own packs and swarms to either collaborate with zagara or oppose her rule. Alarak may be the next bad guy, but elaborate more on the taldarim in general would be a good next step, and...anyone watching the nova mini campaign will surely have ideas on how the terran groups will operate, and contemplate what the ued's second campaign will look like.

I'm still expecting in Evolution, there might be problems with the primals. I don't see Dehaka sharing Zagara's view for the future. After all, the whole reason he allied with Kerrigan back in HotS in the first place was for the sake of more essence.
