After reading Flashpoint, I'd say Raynor is emotionally consumed by a lot of things. At the time, he grasps to the small piece of hope he has left. He no longer cares about the mayor conflict. This piece of hope is Kerrigan. WoL Raynor was an attempt to end the suffering he started, but Valerian removed this forced rendemption after telling him about the artifact plan. This is why the crew is so mad, because he exchanged his unwanted conflicts for the love of his life.
In my head, he never told Kerrigan about the prophecy because he no longer cares. All he ever wanted about saving Kerrigan was the old Sarah he knew. He wanted to go back to Mar Sara and drink to death with her. Raynor's dialogue felt like a selfish rant against the universe. He hates that Kerrigan can't forget mengsk, and he hates they can't be together. Eventually, he probably drinks a lot and cries some more. Then, he told Matt they would help Kerrigan beat Mengsk. After HotS he probably said, "what now?"
