Having Vultures that "fly" isn't really a big stretch at all. They don't work on the same methods of modern hovercraft. Your typical hovercraft sits on a "ball" produced by air being compressed under the craft and contained within a curtain of sorts. The Vulture works more like a helicopter — producing a stabilized thrust that enables the vehicle to maintain an altitude. It wouldn't be too hard to adjust your thrusters so it would take you to a higher altitude, but naturally it takes more fuel. Where it would start to get ridiculous is if Vultures could do things like match the maneuvering capabilities of an aircraft or achieve escape velocity.

I agree, I found the opening scene of the second SC comic quite natural. Vultures work by means of combining conventional thrust with anti-gravity, the latter mechanic we know sadly little about, so I wouldn't compare it so quickly to helicopters.

Well, they do have Jetpacks that allow them to jump high cliffs. I don't see why they couldn't jettison themselves into the air for an aerial advantage while throwing or shooting stuff.In Fear the Reaper, reapers temporarily become air units (and can shoot while "flying"). Very much unlike the game. They can also throw their charges from mid-air. Scary.

Regarding the vultures flying thing I think that makes a lot of sense. They're only "flying" like 50 feet above the air. In the game, when wraiths fly and 10,000 feet, vultures as an ground unit makes sense.
And I doubt they can fly at 50 feet For nearly as long as they can maintain a average hoovering hight.
