This is 100% fake, based off a week-old joke from the battle.net forums.

Last week someone made a random BR4 claim and said "Joe Lowland's twitter" as the source. Joe Lowland didn't exist and someone got a kick out of making the more gullible people look for him :P

Look at the twitter history. The first twitter was 7 hours ago.
