Apparently the local starships were fulfilling that role. We see Lessara remotely teleported once Kerrigan allowed them.Since zealots are teleported home when they are 'killed', couldn't someone have simply asked why these almost dead zealots had suddenly started appearing?
Aaand sold.
Be it through hallowed grounds or lands of sorrow
The Forger's wake is bereft and fallow
Is the residuum worth the cost of destruction and maiming;
Or is the shaping a culling and exercise in taming?
The road's goal is the Origin of Being
But be wary through what thickets it winds.

They're in the version of the Haven mission where you fight the Protoss. And I THINK they pop up in a few Taldarim ones... maybe. I think maybe they're in Supernova for whatever reason. The Tempest, Mothership Core and Oracle never showed up. And honestly, every appearance by the Protoss in that campaign feels like such tacked on filler and none of it ever went anywhere. (THREE missions focused on stopping the Protoss from sending a MESSAGE? What the hell is that? They could have come up with a better mission goal than that after the first mission.)
Honestly in general the actual Protoss have been... way too absent. Weirdly absent. We've seen Silendis BRIEFLY in a side mission. Artanis only in a doomsday dream sequence. And Zeratul's been pretty out of character, though he's appeared quite a bit and played a key role. All we've seen are the Tal'darim, and the Tal'darim are lame.

Yeah, that was my greatest facepalm in the arc. Aside from the range limit in itself, they had just fought Zerg, they had killed Nafash, yet somehow they didn't think of keeping a line open with Shakuras in case more would Zerg would come. Even putting a relay station in range of their standard emitters would have done the job.
They are in Supernova, as Aldrius said, and there are also a few in the Protoss bases in the Narud-temples missions, though they never engage.Did Phoenixes ever show up in StarCraft II outside In Utter Darkness thus far? I can't seem to remember any.

My only thing is that they had already opened a portal, and Kerrigan could sense "millions of minds" on the other side. At that point, it is literally as simple as sending a radio transmission. Hell, they're psionic, so one of them could have just yelled across to the other side.
