They've never really had promised dates. They've only made sweeping, non-specific time span guesses. As a recent instance, Karune had said that Batch 54 would be released late last week. I think that this batch is meant to be released with or soon after Battlereport 4, which is why we haven't seen it yet.

It’s now taken them 2.5 weeks to get a 20 minute video transcript and nearly an entire week to get the last QA localized. They should fire their localization guy.

I cannot confirm this, but the rumor I heard is that lots of marines die in BR4. Therefore, the Chinese government controlled localization team has to slowly replace every pixel of red blood with rainbow colored happy faces.
